Sudden Rise in House Break-ins Anfield and Townsend Lane Area
Dear Friends
You may read in the next few days that there has been an alarming rise in the number of house break-ins, in particular in the Anfield Area which already had some of the worst crime levels in the city
To combat this we have arranged an additional evening for the collection of solar lights, light timers and invisible marker pens from the Anfield Sports and Community Centre Friday 10th July from 5 till 7 that evening
Residents will need to bring ID confirming their home address
Even if you have been can you please pass the word to neighbours
We are also distributing solar lights etc from the Hope Centre,Snaefell Aveue this Friday morning 10 till 11
Whilst crime levels are dropping in Tuebrook we are determined to keep the progress made, as well as turn around Anfield Crime Levels

State of democracy in Liverpool is slammed

A MAJOR inquiry into the state of democracy in Liverpool today reports a lack of diversity, poor behaviour at council meetings and a glut of obstacles to attracting people into local government.
A draft version of the Report of the Liverpool Commission, obtained by the Daily Post ahead of its official launch today, highlights the fact that, of 90 city councillors, only two were from racial minorities.
It found the over-use of jargon, outdated modes of communicating with the electorate and the conduct of councillors at meetings were all partly to blame for the upkeep of stereotypes of local democracy.
Cllr Alan Dean told the commission that “behaviour at the council meeting was poor, it needs to be more mature and we need to look at new approaches to deal with it effectively.”
Many will welcome recommendations that the council should invest in new technology, such as web casts of meetings and the use of social networking sites.
Increasing the involvement of under-represented groups will also be a key task.
But the report will not meet with universal approval, as one councillor last night said the whole process had been “a farce” and a waste of time and public money.
Liberal leader Cllr Steve Radford said he felt the Commission, chaired by Liverpool JMU vice chancellor Michael Brown, had attempted to meddle with the workings of political parties by trying to introduce US-style candidate selections.
The report recommended that “the principle of primary selection of candidates has the potential to create a more diverse councillor population that reflects the demographics of the local population.” It encourages parties to implement this within their candidate selection process
But Cllr Radford said: “It was an utter disgrace, a farce and a waste of money. It has not come up with one single meaningful or substantial proposal, and the only one it has come up with was unenforceable.
“Primaries can’t be funded by the state, so why should parties take on a function they have limited resources for and would contravene the rules of the Electoral Commission?
“The other issue they’ve not even looked at was how we could introduce proportional representation onto the city council.
“The whole thing was academic waffle and it has glazed over the real issues.”
The report heard evidence from councillors, officers and representatives of the media. BBC Radio Merseyside presenter Roger Phillips spoke of how “the local media and the city council do not serve each other well”.
He added: “Under the new structure a lot of councillors seem disenfranchised and there is a lot of in-fighting between the political parties at council meetings which doesn’t allow a mature view of the council to be put forward in the media.”
City council leader Cllr Warren Bradley told the Commission he felt that “people don’t really understand the role of a local councillor and would probably say they do ‘very little for me’.
“We need to communicate better about how we do things. Engaging with young people is particularly difficult and we need to find better ways of communicating and look at using social networking sites or by using emails or texts.”
Labour group leader Cllr Joe Anderson, who admitted council meetings “could get a little heated”, said there needed to be a “consensus for change, we need to look at how we engage and communicate with the people of Liverpool and get the message across.”.

City education boss probed by
Cllr Steve Radford over Liverpool college qualification claims

A SENIOR council executive was questioned by city education bosses over allegations of a bogus qualifications scam at Liverpool Community College.
Children’s services director Stuart Smith faced questions from members over what he knew of the allegations – which the college strongly denies – made against the college’s IT department by former staff and students.
Mr Smith, a member of the college’s board, was asked by the Education Select Committee if he had any knowledge of the claims, and why he did not inform the council of them or refer them to the police.
The questions came after city councillor Malcolm Kennedy resigned from the college board over its refusal to publish a report into the claims.
On resigning, Mr Kennedy told the ECHO the report revealed “some of the allegations were found to be true” and others “could not be proven”.
But Mr Smith told the committee it was found “the allegations had no basis and there was nothing to substantiate the allegations at all.”
He added that “on those grounds, there was nothing to report back to this select committee”.
He added: “If there had been a legal action and the police were involved, as a governor I would have reported back to this select committee.”
Facing questions from Liberal Party Group Leader Cllr Steve Radford, Mr Smith said there had been “no disciplinary action” following the college’s independent investigation into the claims conducted in 2008.
Mr Smith added: “I do know the evidence has been shown to the police, and I know that, because the allegations have been made repeatedly, I know that the Learning and Skills Council have been informed throughout from the very first indication that the allegations were made but because the allegations have had so public an airing recently they are going to do a formal response back to the governors.”
Cllr Kennedy, who in his letter of resignation from the board, criticised the “Stalinist” rules that forbid members from making statements to the press without the consent of the chair, Viv Tyler, said he had written to city chief executive Colin Hilton calling on Mr Smith to resign from the board, in order to avoid any potential conflict of interest with his professional role.
Speaking to the ECHO, he reiterated his claim the report discussed at the September board meeting and the recent extraordinary meeting showed some allegations had been found to be true.
He added: “Surely it is not right that Stuart is put into the position of essentially having to defend the college at a Select Committee when he is not on the board as a council employee?
"It calls into question, rightly or wrongly, whether the council can keep a degree of impartiality with regard to the allegations.”

Our first task will be to look at the way City Safe funding can better match the real crime needs of different communities and how we can improve such funding effectiveness

Capital of Culture year costs taxpayer £68,000 in Freedom of Information requests

REQUESTS for data under the Freedom of Information Act cost Liverpool council more than £68,000 during Capital of Culture year.
Figures revealed to the Daily Post show the number of applications rocketed by almost 400% in 2008 compared to the previous year.
They show that applications went up from 203 in 2007 to 889, at a cost of £71.77 per request.
Liberal leader Cllr Steve Radford last night said if the city ended its “culture of secrecy” and made more information freely available, the cost to the taxpayer of getting answers from public bodies would be reduced.
He was forced to invoke the Act to get information that he had helped to compile in the Stormbreak research project into homophobic hate crime.
Cllr Radford added: “It is not acceptable that people – not just journalists – but members of the public and their elected representatives are having to throw the law at this council in order to access information kept in their name and at their expense.”
City ethical governance executive member Cllr Paula Keaveney says it is one of her “political priorities” to sort the council’s FoI record out – which includes the fact that up to 20% of requests are not answered in the statutory 20-day period.
Along with Cllr Radford and other concerned members, Cllr Keaveney will be meeting with the national Information Commissioners’ office to look at ways to improve their response time.
Between 2007 and 2007, out of 1813 applications, 435 went unanswered in time – 23% of all received. But the city says they expect the workload to decrease following the end of the 2008 celebrations, which saw a flurry of enquiries owing to the city’s year in the spotlight.
A spokeswoman for the Campaign for Freedom of Information said: “I think some councils should be more open.
“Cultural change takes a long time, but I think we are moving in the right direction. But a great deal more information could be made public proactively without people having to resort to the Act.”
She added that the failure to respond within the legal deadline was concerning. “It is quite a lot to be missing the required deadline on,” she added.
Cllr Keaveney added: “We are currently working to improve the ‘publication scheme’ to make sure that everything that can be published is.”

Time for action over Europe

THE real message of the European election result has been overshadowed by the ongoing controversies over MPs’ expenses and the political survival of the Prime Minister.
A party committed to the UK's withdrawal from the EU came second in those elections (UKIP) and in total around 27% of the electorate voted for a party committed to our leaving the EU.
In the light of such a vote, a widespread debate about Britain's future in the EU might have been expected, but the silence has been deafening!
Such lack of interest in the views of the British is likely to further alienate voters and drive them towards the more extreme parties.
We in the Liberal Party believe that the European Union is in need of fundamental, root and branch reform, and that the UK may have to withdraw from the EU, or threaten to withdraw, in order to achieve such reforms.
Without such reform, public anger towards an undemocratic, illiberal, protectionist and corrupt European Union is only likely to grow.

Dear Editor
The European Parliament election has been won overwhelmingly by the "EU critical" parties of varying degrees.
The Conservatives, UKIP, Greens, the trade union-backed No2EU and many other smaller parties who took over 61% of the vote all think, at least, that the transfer of decision-making to the EU has gone too far and that radical restructuring of the EU and our relationship with it is needed.
We all opposed the Lisbon Treaty and support a referendum and all want to see decision-making returned from the EU to the more responsive national level.
Votes for these parties outnumbered considerably those cast for the pro-Lisbon Treaty Labour and Lib Dems.
Both had shown themselves happy to surrender ever more decision-making to EU institutions and to deny us a say over that process - breaking clear election promises in the process.
The election of two BNP MEP's by the skin of their teeth should not obscure the real vote against the EU Constitution by the British people in very region
The next parliament should give us the vote the Lib Dems and Labour ratted on
