Merseyside Polonia would like to invite you for an exhibition at Liverpool Town Hall commemorating 70th Anniversary of the beginning of World War II on Tuesday, 1st September 2009 from 2pm-5pm and Wednesday, 2nd September 2009 from 10am-4pm.

On 1st September 1939, Poland was attacked by Nazi Germany and led to Britain going to war on 3 September 1939. The purpose of this event is to commemorate these anniversaries and to remember those who sacrificed their lives for our freedom.

The idea of the Exhibition is to show through the photographs of wartime damage the similarities of experiences of people in Liverpool and in Gdansk, in England and in Poland.

.Very emotional images inspired Gosia McKane to write a poem empathising with the people of Liverpool who at the end of the war saw their city totally devastated but nevertheless with “Liverbirds still standing high in the city that never gives up.”

‘Paperwork’ wrangle bring end to benefits advice drop-in sessions

A WALK-IN benefit advice service in one of Liverpool’s most deprived areas has been forced to close because of delays caused by council paperwork.
Local councillors and volunteers said they were “severely embarrassed” that they have had to turn people away since the company providing the service had to quit because it ran out of funding.
KUC, which ran the service at the Tuebrook Hope Centre, said it had carried on for a couple of weeks after the funding came to an end, but could no longer provide the walk-in service.
The tender has only recently been put out, five months into the new financial year.
The termination of the scheme was a result of the council’s new “procurement process”.
Liberal group leader and Tuebrook Cllr Steve Radford said he was told by officers that the delays were further frustrated by the bid having to be resubmitted because “it did not meet the six streams of equality objectives”.
He said: “The service is open to the whole community, and in a time of recession it’s vitally important it is available to those of greatest need.”
In the Tuebrook ward, up to 28% of people are in receipt of some form of benefit and it has high levels of unemployment.
While the Hope Centre service is not available, Kirkby-based KUC is providing advice over the phone.
A council spokesman said: “The contract for KUC to provide the advice service was for one year only. Since then there has been a change in the way we fund and procure this type of service. They are now funded from the Area Based Agreement.
“It is not a case of the delay being caused by an equality impact assessment.
“These assessments are always undertaken whenever there is a change of service.
“We are grateful to KUC for continuing to operate the service and we would point out that there are other advice services operating in the city which can assist people until a new service can be appointed at the centre.”
A spokeswoman for KUC said: “We continued for an extra two weeks but the funding has finished.
“We have now been notified that the council has put it out for tender.”

FOOTNOTE Cllr Steve Radford

what the jokers from the council press forgot to mention was that the equality assessment has changed this year to a higher hurdle with 6 thresholds.

Secondly the ward cllrs said they wanted the service to continue before the last financial year ran out. What sort of council can't put a tender out for an ongoing service need five months into a financial year - bless them.

The issue of the service was even highlighted to the Assistant Chief Executive prior to the service being discontinued.

Lastly the tender went out with a closing date 4th September , even after that selection and award of contracts will take time - isn't the truth difficult for the council to deal with

Government should resign over putting Troops at Risk

Dear Editor,

Reports in the Sunday times suggest that
a secret dossier blames “political fudge” and Whitehall incompetence for the plight of soldiers in Afghanistan who are provided with inadequate frontline kit.
The 296-page report, leaked to The Sunday Times, claims the scale of MoD bungling is so severe it “is harming our ability . . . to conduct difficult current operations”.

Should these reports be true then this government should resign

The vast majority of us objected t this war in Afghanistan, however the government pushed ahead in contempt of public opposition

If they have done so and put the lives of our troops at further risk due to their negligence, then they have forfeited the right to govern this country and should immediately resign.

Our troops lives matter more than ministers perks

The next Local Election is in May 2010.

This may also be same day for General Election
To be able to vote you need to be on the electoral roll.

The Council updates its list every year, but you can register at any time. Currently registration forms are going out, it is vital you confirm all adults in the house on the list plus any 16 / 17 year olds who may be able to vote soon

If you have just moved or are new to Liverpool and are not sure if you are on the list, you can contact electoral services at
elections@liverpool.gov.uk

This e-mail address is being protected from spam . You need JavaScript enabled to view it .

You can also register to vote by post. You don't need a special reason any more but you do need to fill in a form.

Every year hundreds of local people lose the opportunity to vote because of working hours, illness or holidays.

introduce the pension.

Not voting changes nothing , voting for The Liberal Party is to vote for individual freedom ,sound economics, tax reform, international co-operation and social justice

Yew Tree Race - Hate Emergency Meeting - On Monday 17th Cllr Steve Radford, in his capacity as Chair Safer Stronger Communities Panel Liverpool East convened a meeting of police, Anti-Social Behaviour Unit , Neighbourhood and Housing Association  to draw up an immediate action plan to combat race hate attacks on ethnic families, many of whom work in the NHS.

"Key to our concerns is the under - reporting of Hate Crimes , this in turn leaves agencies taking longer to take the robust action needed. As Civic Leaders we must take a clear stand in educating the public how to seek support and warn those responsible they will be the ones driven out of our communities for this behaviour"

Burglary in East Liverpool up 57 per cent

DOMESTIC burglaries in parts of Liverpool rose by more than half compared to last year.
Figures not released to the public but obtained by the ECHO reveal that there were 1,818 serious acquisitive crimes this spring in areas including Anfield, Knotty Ash, Old Swan, Tuebrook and West Derby.

While home burglaries had risen to 823, up 57.4%, business robbery went up by 45.5%, with 32 incidents recorded.

At the same time, personal robbery rose by 20.9%, with 32 incidents.
Merseyside Police states it is “on target” to keep the number of serious acquisitive crimes below the 11,237 baseline.

The only area the force is off-target on is domestic burglary, which city leaders say they have been told are because of the early release from prison of a number of prolific offenders.

Tuebrook member and chair of the Liverpool East Safer Communities Partnership Cllr Steve Radford said: “I explicitly asked council officers the question of whether this dramatic increase was to do with the economy, that people who would not normally commit crime were behind.

“I was told explicitly no, that the problem of home burglary particularly was because of a number of serial offenders being released from jail early because of overcrowding.

“It is an utter disgrace that the government releases this tidal wave of crime into our communities in a period where many people will have been taking their holidays.

“People have a right to go about their lawful business without the fear that they will come home to find their properties ransacked because of this government’s policy on criminals.

“We clearly need more police on the streets.”
Merseyside Police said it was currently undertaking a major awareness campaign in the area, with billboards advising people on how to minimise the chances of becoming a victim of crime.

Superintendent Simon Irving said: “Merseyside Police has introduced a number of measures to tackle burglaries in North Liverpool after some “hotspot” areas were identified earlier in the year.

“These measures included increasing high visibility patrols, targeting suspects and rigorously enforcing bail conditions, strengthening the security of the buildings identified as potential targets and expanding the burglary investigation team. We are currently undertaking a marketing campaign across the area which sees billboard advertisements warning the public to secure their homes.

A police spokesman added: “Since April 1 we have arrested 140 people on suspicion of burglary and subsequently charged 45 with burglary offences in North Liverpool. Our work with the local community continues and I would urge anyone with any information to call Crimestoppers on 0800 555 111.”

Footnote : It is vital the public take every step to reduce crime opportunities and get information to the Police, as Chairman of The Community Safety Panel I am putting pressure on all the authorities to take a robust response as possible and ensuring the public are alerted to what is actually going on around us ; Cllr Steve Radford

Last chance to save one of Liverpool's gems

CITY bosses are urging the owners of a Grade II listed former hospital in Liverpool to save it from ruin.

The 19th century building in Newsham Park, which was featured in the ECHO’s Stop The Rot campaign, has been empty for more than 20 years and is currently owned by a consortium from Dubai.

But city leaders who visited the site this week said the building was in urgent need of repair, with holes appearing in the roof which they say puts the building at risk of significant water damage.

Pigeons are also said to now be nesting in the roof.

The owners have begun some remedial work, but Tuebrook ward Cllr Steve Radford said the council should be taking a firmer stand against owners who allow such important buildings to fall into disrepair.

Cllr Radford said: “This building is in a poor state, and it’s important that the council takes action.

“There is a clear need for urgent repair, but because the new owners deal through agents, I’ve never been able to deal directly with them to sort this out.

“And I was concerned to hear from officers that the council’s impetus on the Stop The Rot campaign was being referred to in the past tense, as though that itself had now fallen into disrepair.”

The company which previously owned the building, Gateway Properties, has apologised to the Stop the Rot forum in 2006 for the lack of action.

It has since sold the building, but local residents and councillors say there has been little progress since then.

A council spokesman said: “We are monitoring the situation and the owners carried out work and have installed a caretaker. If necessary we can issue them with a repair notice.”

Footnote Cllr Steve Radford raised this at the Environment Scrutiny Committee last night and again officers were only talking about another meeting and another threat of action rather than anything meaningful

2 Newsham Drive Planning Debate

On Tuesday morning the Planning Cmte was told that the applicant had changed his plans from a 20 bed hostel to a 18 bed hostel ad submitted them 10 to 14 days ago

However planning officers appeared totally unaware

Most disturbingly some members of the Committee and Planning department wanted to consider the case and check out the details later

Cllr Steve Radford robustly objected that it was totally improper that the committee hear a case that was fluid and objectors should have the right to views the amended plans. Also that the committee had a real application for a 20 bed hostel and should deal with that application not a case of speculation

Support for Frank Field on Tax Benefits Reform

All too often politicians will go out of their way to disagree with their rivals

So can we robustly agree with one our rivals.

Frank Field has called for a simplification of our tax and benefits schemes

How right he is, a system that is so complex results in people being treated as cheats in a system that people can't even comprehend.

It creates enormous waste as so many people have to be employed to operate it

Its time this country returned to Gladstone's principles of taxation by operating fewer taxes and corresponding benefits.

If everyone was able to earn £12,000 tax free we could reduce the whole burden of the tax benefits system at a stroke

If all death duties were taxed at a simple 10% over £100,000 received and the countless exemptions abolished

At a stroke we could create a fairer and more efficient tax and benefits system which would help regenerate the economy

In its review of licensing laws and rules Liverpool City Council has written to the Home Office asking after suggestions tabled by Liberal Party Cllr Steve Radford:

1) Local Authorities not just police should be able to instigate a review of premises

2) Closures in problem localities should be targeted to individual premises not a blanket area ban which could penalise well managed venues

3) In looking at new applications or additional hours the Local Authority should be able to look at cumulative health impact of new licenses
