Steve Radford asks LMH to tackle anti-social behaviour in Clubmoor
At the North City LMH board Cllr Steve Radford pointed out that reports of anti-social behaviour were higher in Clubmoor than most parts of LIverpool
As LMH is the predominant landlord in the Clubmoor he asked the board to ensure that LMH procedures were monitored to make tackling ASB more effective

Dear Editor,
Both major parties are committed to drastic reductions in public spending beyond the general election, it would therefore seem ill considered that less prosperous wards fall behind more prosperous wards in the city for the modernisation of Primary Schools
At present the city council has phased primary schools in Mossley Hill and Cressington wards ( phase 2 (2)) in front of Old Swan . Belle Vale and Tuebrook and Stoneycroft Wards (phase 3)
Woolton, Wavertree and Church wards are in phase 3 in advance of Anfield, County, Clubmoor, Norris Green and Yew Tree wards
This means if there is, as we all expect, a dramatic claw back in public spending , the communities most in need will be at greatest risk
We in The Liberal Party Group have asked the council to re-examine its priorities

Labour and PR Pledge
In his conference speech Gordon Brown announced a package of constitutional reforms including holding a referendum on whether to replace the first past the post voting system with the Alternative Vote (AV) .
While AV would give voters somewhat more choice, it is not proportional.
Promising a referendum after the general election is meaningless, why would anyone ,other than the Lib Dems, be so stupid to trust Labour ?
Remember when Labour promised this in 1997, so what happened ? absolutely nothing!
At our annual Assembly Liberal Party members voted to camapign for a referendum on proportional representation to be held at the same time as the general election.
The British people should be able to decide on the merits of the issue, irrespective of the party with or without a majority in Westminster

Kirkdale Crime Hot Spot
Dear Editor
I am sure I and many other of your readers were alarmed at the recent report on knife crime:
"SEVEN people were arrested after two men were stabbed and a woman left unconscious in a street brawl. Officers were called to Goodall Street and its junction with Roxburgh Street in Kirkdale "
Only a few weeks earlier we at the Cities Community Safety Scrutiny Panel were advised that Kirkdale was one of the cities hotspots for violent crime.
As a consequence we have asked partners , including police , to feed back what steps they are taking to combat this sort of crime in Kirkdale and other hotspots
Of course, we all have a responsibility as citizens in a free society to support the police and give information concerning crime and suspicious incidents.
Calls can be made direct to the police, via crime stoppers and many ward councillors.
We all have a duty to uphold a decent society and assist the Police in doing so.
Is was not so far away I attended a public meeting in Everton when a parent objected to the Chief Constable about their home being raided ,as if one of their own sons history of drug dealings wasn't relevant
Crime can not be stopped by the Police alone, they need community support and information to make all our communities safer

Tynwald Hill Job Centre
The Planning Committee, after a site visit has approved an application for 28 flats.
We still believe this was excessive and strongly would have preferred a courtyard of family homes
However the approved application was considerably better in visual design than the initial applications

FORMER JOB CENTRE GREEN
As you may be aware the application for a part four storey block of 28 flats was not accepted by the planning committee .
At our request they have agreed a site visit on Tuesday 29th September - they will not talk to residents on site . However the case will be open to public contributions from 11.00 that day in the Town Hall, Dale Street , again we would urge residents to attend. Without doubt this would be a gross overdevelopment of the site and there is already a horrendous excess of flats in the area

On Monday the cities Community Safety Scrutiny Panel considered an in-depth analysis of crime across the city .
The Chairman Cllr Steve Radford asked for a follow up plan focussing on key city crime issues and hot spots identified with :Officers’ be requested to follow up in 2/3 months on actions. Theses hot spots were identified by using objective data collated by police and other agencies

Liverpool City Council workers paid £2.5m for acting up

CITY council managers have pocketed more than £2.5m in the last three years filling in for their absent bosses.
The payments were made to staff “acting up” because senior staff are either on long-term sick or have quit their posts without a replacement being found.
Figures released under the Freedom of Information Act reveal one council manager took home an extra £40,000 on top of their normal salary last year.
And the amount being paid out in “honoraria” has risen steeply year on year with £593,853 spent in 2006/07 and £885,609 in 2007/08.
Last year, the figure soared to more than £1,053,829.
The news has raised concerns staff without the relevant experience are being expected to fulfil the requirements of specialised roles – and they are being over-stretched.
It is also claimed taxpayers could effectively be “paying twice” for council staff, with some off sick while others receive extra cash for carrying out their duties.
But city bosses said in cases where posts are vacant, paying an existing member of staff extra saves money.
Liberal group leader and personnel manager Cllr Steve Radford said the fact so much was being paid out in honoraria suggested either sickness absence was being abused or that, if other senior managers were filling in for missing colleagues yet still managing to run the council smoothly, there were too many senior posts in the first place.
The average number of sick days per council employee is 11.4 a year – more than double the private sector average.
Cllr Radford said: “In some cases, we are paying twice for services. If we are paying honoraria to people who are covering for others, then we shouldn’t be paying for those absent as well.
“We need to clamp down on sickness. But you also have to ask, if we can manage with that many people either off sick or absent, do we need their positions at all?”
A spokesman for the Local Government Association said absence rates were often to do with staff working in “high pressure” areas, but that efforts to “keep them to a minimum were on-going”.
A council spokesman said: “Honoraria are paid to members of staff who ‘act up’ and take on additional responsibilities of a more senior member of staff.
“This is usually for a limited period of time and can be to cover a vacant post while it is being filled, or while a member of staff is absent through illness.
“They can also be paid when members of staff take on additional responsibilities or project work. In many cases, the honoraria payment does not involve an extra cost to the council if cover is being provided for a vacant post.”
NB: Once again its left to The Liberal Party to speak out for tax payers whilst the feeble Labour opposition remain mute

Allerton Road and Lark Lane Consultation Licensing
Cllr Steve Radford supporting members of the South District Committee seeking a consultation for a potential cumulative impact control on future licensed premises in both the Allerton Road and Lark Lane areas after hearing convincing evidence from local police about the additional policing needs to deal with alcohol related problems on the streets diverting them from other serious duties.
The submission came from Cllrs Richard kemp and John Coyne.
Cllr Steve Radford said the issue needed a more detailed alcohol related crime analysis but the council must raise the stakes by going to consultation and not ignore police evidence.

Home for 18 asylum seekers in Liverpool's Newsham Park gets go-ahead
Merseyside police took the rare step of objecting to a planning application after residents around Newsham Park, Fairfield, raised concerns about the effect of the scheme on their area.
The proposal originally suggested a home for 20 asylum-seekers, although that was reduced to 18.
But Councillors Steve Radford and Chris Lenton and residents said they were still opposed because they felt the property’s occupants would be left to fend for themselves with no supervision.
Her Majesty’s Court Service also objected, claiming the Newsham Drive scheme would have a negative effect on judges’ accommodation nearby.
But the application was approved after Labour councillors defeated a move by planning committee chairman Cllr David Irving to reject it.
